Village Attorney, Village of Fonda, New York: 2008 to Present
Responsible for all legal matters involving the Village of Fonda, New York.
Counsel to the Gloversville-Johnstown Joint Sewer Board: 1998 to 2008
Responsible for all legal affairs involving the Gloversville-Johnstown Joint Wastewater Treatment Plant.
Ephratah Town Attorney: 1992 to Present
Advise the Supervisor and Town Board on day to day managerial problems including but not limited to personnel, legislation, litigation and numerous other items. I also provide immediate access for emergency situations in these areas.
Review all bids for the Town of Ephratah.
Prepare all legislation for approval of the Town Board’s monthly meeting and oversaw the creation of a Town Code Book which was the first time that all the laws of the Town were codified.
As Town Attorney, I prosecute all violations of Town Law in the Town Court.
As Town Attorney, I am responsible for all litigation involving the Town of Ephratah including but not limited to Article 7 and various administrative proceedings involving the Department of Environmental Conservation.
In addition, I am charge of all laborer contracts as Town Attorney, involving the Ephratah Town Highway Department, and I have been responsible for negotiating and preparing the last three contracts.
Freedom of Information requests for my review and response, are likewise referred to me as Town Attorney.
Gloversville City Attorney: January 1990 to July 1994 and September 1995 to 1998
Advise Mayor and Common Council on day to day managerial problems including but not limited to personnel, legislation, litigation and numerous other items. I also provide immediate access for emergency situations in these areas.
Review all bids for city and various agencies, for projects such as: City Transportation Facility (approximate cost one million dollars), Gloversville Landfill Closure (approximate cost seven million dollars) and all bids for the Gloversville Water Department.
Prepare all legislation for Common Council approval for their monthly meeting. Such legislation has included: update of Sewer Use Law, Zoning Law and oversaw the revamping and reprinting of the entire Gloversville City Code.
The City Attorney prosecutes all violations under the City Code including but not limited to Building Code, Vehicle and Traffic Code and other violations under other sections of the City Code.
From 1990 to 1994 as City Attorney, I was responsible for all contract negotiations involving the Police Department, Fire Department, General CSEA Unit and the local AFL-CIO and negotiated all four contracts.
As City Attorney, I have been in charge of litigation involving the closure of the Gloversville Landfill and all associated personal injury claims relating to the Landfill and all Article 7 assessment cases. Upon my advice, the City of Gloversville instituted litigation involving removal of contaminated building sites known as Liberty Dressing Co. and Ellithorp Tanning Co. which resulted in complete removal of these facilities at no cost to the City of Gloversville.
As City Attorney, Freedom of Information requests reviewed and responded to by me.
Counsel to the Gloversville Civil Service Commission, and as such involved in advising the Commission on various matters such as procedure, legal issues, etc., etc.
